Just four months after the launch of the pilot project “Predictive Policing “computer-aided control of burglaries in Baden-Württemberg, the police holding with success messages back yet. “Whether an intruder could actually be prevented through the use of this system, we can not say the best of intentions,” said project Tilman Bach from Landeskriminalamt (LKA) in a panel discussion at the Protestant Academy Baden in Karlsruhe. “At least no perpetrator was still caught in the act.”

In two months are in the scientific evaluation but first official figures of the police headquarters Stuttgart and Karlsruhe will be published on the project. The central component is the special software “Precops” with which the police data accurately evaluated and thereby likely future crime scenes can be predicted.

Two to four times a week, the system sounds an alarm, according to Bach. Then a patrol is sent in the quarter in question of the grounds. “The system can not also do, as police have done so far,” said Bach, “but now is no longer just wanted with pins in a map in a pattern”.

In the system only tatbezogene data such as the break-places or the approach of the criminals fed. “Personal data of perpetrators and victims play with us does not matter,” Bach said. When searching for potential crime scenes to “Precops” based on common criminological theories.

“Such systems involve unfortunately also risks because the impact of technology on society are not known yet,” said sociologist Christina Merz. For better control it called for harmonized standards. So far, the countries are still at Predictive Policing with different systems. “The technology behind such projects is not developed by the police, but by IT companies,” urged Merz. Therefore, the rules for the data transfer would have to be clearly defined.
